Full Journal pdf2003-05-17 House Journal Page 1813 HB 106 The following was read the second time: HOUSE BILL NO. 106 "An Act amending the definition of 'lobbyist' in the Regulation of Lobbying Act, and as it applies in the act setting standards of conduct for legislators and legislative employees, to define 'regular' and 'substantial' as those terms describe activities for which a person receives consideration for the purpose of influencing legislative or administrative action." 2003-05-17 House Journal Page 1814 with the: Journal Page JUD RPT CS(JUD) NT 2DP 5NR 1808 FN(S): FORTHCOMING 1809 Representative Coghill moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: CS FOR HOUSE BILL NO. 106(JUD) "An Act relating to retail tariffing standards in a competitive local exchange service area; and to exemptions from retail tariff filing requirements and certain other provisions in competitive telecommunications markets; setting a policy regarding unbundled network elements in the telecommunications market; relating to depreciation expense rates for certain telecommunications utilities; requiring the Regulatory Commission of Alaska to conduct an investigation, take certain actions, withhold certain actions, and issue a report; and providing for an effective date." There being no objection, it was so ordered. Representative Coghill moved and asked unanimous consent that CSHB 106(JUD) be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. The Speaker stated that, without objection, CSHB 106(JUD) would be held to tomorrow's calendar.
